Vivian Carvalho joined the District Management team at PFMGC in March 2018. Prior to joining PFM Group Consulting LLC, she worked with two large companies in the industry in which she gained her knowledge and experience with District Management Services, Homeowner and Condominium Association services in the Central Florida market. She serves as District Manager for multiple districts on the west coast and northeastern Florida. Vivian has a Bachelor of Business Administration from Florida Institute of Technology where she graduated with honors. In addition, she obtained her Master’s in Business Administration from Nova Southeastern University.
Blake joined PFM in January 2025 as an Assistant District Manager where he plays a critical role in supporting our District Management clients by facilitating their daily functions, streamlining operations, and ensuring the delivery of high-quality services. His work focuses on assisting our District Managers with navigation of complex financial and administrative challenges to help our clients achieve their goals efficiently and effectively. With a strong foundation in public sector work, Blake brings a wealth of experience to his new role. Prior to joining PFM, he served as a Public Policy Coordinator, where he developed and implemented policies that addressed key community needs and improved public service delivery. Blake also has experience as an Administrative Assistant which honed his skills in organization, communication, and problem-solving. His educational achievements include a Bachelor’s degree in Political Science and a Bachelor’s degree in Communications from the University of Central Florida.
Jane joined the District Management Team in December 2010 and currently serves as district manager of various Community Development Districts. Day-to-day activities include organizing, preparing and facilitating District Meetings, overseeing matters related to the operation and maintenance of the District and assisting the District to ensure compliance with all statutes and applicable law affecting the District including maintenance of the District’s website and records. Prior to joining PFM, Jane gained extensive experience in all aspects of project management and client services as owner and president of Gaarlandt & Burke Design, Inc. In addition, Jane held a position in property management with Whiteco Residential, LLC/ZRS Management.
Kwame is an accomplished professional with over a decade of experience as a project manager, developing operational and project-related processes that facilitate continual progress, efficiency, and optimal objective achievement. Prior to joining PFM Group Consulting, LLC, Kwame worked across various industries on the island of Jamaica, where he is from, as well as a short time on the island of Barbados. His project management skills were honed through experiences in the airline, hospitality, educational and logistics industries, as well as over a decade as an entrepreneur and business owner. Kwame has completed certificate courses in Project Management Techniques, People Management and Social Psychology. These courses have further refined his skills in his area of expertise.
Gazmin Kerr began her PFM career in 2020 as an Associate where she assisted the firm’s District Management & Accounting team by handling client inquiries, managing office supplies and assisting with various administrative tasks. Noted for her accomplished customer service skills and collaborative nature, Gazmin was promoted to Administrative Associate to directly support the District management team in 2023. Trusted by clients and colleagues alike, she was recently recognized for her continued professional development by being promoted to Assistant District Manager in January 2025.
Lynne Mullins joined PFM’s District Management team in March 2018, bringing a history of precision and unwavering client focus. Before PFM, she developed strong administrative and analytical acumen in the healthcare industry, specializing in medical billing and coding for trauma surgeons. Grounded in service and relationship-building, Lynne is instrumental in ensuring Florida’s special taxing districts operate thoughtfully, efficiently, and with a long-term view toward community success.
Venessa Ripoll joined the District Management team at PFM in August 2018. Prior to joining PFM Group Consulting, LLC, she worked for a large management company in the industry in which she gained her experience with Homeowner, Condominium Association and Cooperatives. In 2018, Venessa was nominated for the top 10 Portfolio Finalist for the Nation’s Premier Award for Community Managers of the year.
Jennifer Walden joined the District Management team at PFM in September 2014. Prior to joining PFM Group Consulting LLC, she worked as an Account Manager for a fulfillment house and in the marketing department for a large company in the hospitality industry. She serves as District Manager for multiple Districts throughout the state of Florida. Jennifer has a Bachelor of Science in Marketing from the University of Central Florida.
Angeline Agoncillo joined PFM in 2025 as a District Accountant, where she handles full-cycle accounting and provides specialized government accounting services for a diverse portfolio of accounts. She has more than a decade of broad accounting experience across multiple industries, including six years of service in a local government as an Accountant. Angeline holds a Bachelor's degree in Accounting from the Polytechnic University of the Philippines and is dedicated to accuracy, compliance, and effective financial management. Outside of her professional commitments, she enjoys traveling and appreciating nature.
Ynayah Boyd began her PFM career in 2021 as Senior Disclosure Analyst. In that role, she assists our District Management clients with continuing disclosure review and reporting requirements for over 100 bond issues. Services provided include quarterly project status reporting, interim reporting, annual and audit reporting, as well as monitoring of credit ratings and significant events set forth in our clients' continuing disclosure agreements. Additional services include invoicing and collections. Ynayah graduated magna cum laude from Florida Agricultural and Mechanical University with a Bachelor of Science in Economics, as well as a minor in Business Administration.
Amy Champagne joined the District Management team at PFMGC in September 2018. Prior to joining PFM Group Consulting LLC, she worked as the Controller for two private companies, and as a public accountant. She maintains the lien books for all current PFM management clients. She issues estoppels and certifies all tax rolls for the various special taxing districts. Amy has a Bachelor of Science in Math from the University of Florida. In addition, she obtained her Bachelor of Accounting and Master’s of Accounting from Florida Atlantic University where she graduated with honors. On April 30, 2010, she received her Certified Public Accountant License.
Kiara Cuesta is a seasoned accounting professional with eight years of experience in both public and private sectors. She began her career in New York while earning her Accounting degree from Lehman College, gaining early hands-on experience as an accounting assistant. After graduation, Kiara joined CohnReznick, a midsize CPA firm, where she advanced from Tax Associate to Senior Tax Associate, specializing in tax compliance and client advisory services. She later served as Senior Tax Accountant for a private family trust company, managing complex tax compliance, processing payments, and coordinating with multiple departments to meet deadlines. Following her move to Florida, Kiara worked in various tax-focused roles before joining PFM as District Accountant. In her current position, she oversees financial reporting, budgeting, and compliance, bringing precision, organization, and collaboration to every project. Passionate about accuracy and efficiency, Kiara is dedicated to supporting organizational goals while adapting to evolving financial landscapes.
Jennifer Glasgow has been with PFM since 2006 and currently serves as the Director, District Accounting. In addition, she handles full-cycle accounting for a large client as well as tax roll and lien book administration and bond disclosures for the majority of the districts managed by PFMGC. Jennifer has a Bachelor of Science in Accounting from Florida Southern College where she graduated with honors.
Verona Griffith is an experienced accounting professional with over a decade of expertise in public sector finance. At PFM, she manages full-cycle financial operations for both large and small districts, providing leadership in budgeting, forecasting, reconciliation, invoicing and collections, and financial reporting. She is highly proficient in preparing and reviewing financial statements, managing complex budget portfolios, and coordinating successful audits. Verona works closely with district leadership to deliver strategic, data-driven insights that support informed financial decision-making. She also leads training and system enhancement initiatives to strengthen internal financial practices and build client capacity. Verona holds an MBA and is a certified member of the Association of Chartered Certified Accountants (ACCA), credentialed in London. Her global perspective, technical expertise, and commitment to financial integrity make her a trusted advisor and a valued member of the PFM team.
Amanda Lane has been on staff since 2009 and currently serves as the Senior Accountant and Training Supervisor. She handles full-cycle accounting for two of PFM’s managed Homeowners Associations (HOAs), along with the full-cycle governmental accounting for several of the larger districts managed by PFM. Services provided include budgeting, estoppel preparation, invoicing & collections, and financial statement preparation and review. Amanda has a Bachelor of Arts from Rollins College where she graduated with honors and a Master’s in Accounting from the University of Central Florida.
Rick Montejano is a seasoned accounting professional with over two decades of experience in general accounting and more than ten years specializing in governmental accounting. He currently serves as an accountant with PFM Group Consulting, LLC, where he has been a valued member of the team for over four years, helping public sector clients navigate complex financial landscapes with precision and integrity. Born and raised in Southern California, Rick’s path has taken him across the country, combining rigorous academic achievement with a strong sense of public service. He earned his undergraduate degree in Accounting from Marist College in Poughkeepsie, NY, and later completed his MBA at Colorado State University in 2020, further solidifying his foundation in strategic financial management. In addition to his accounting career, Rick is also a dedicated firefighter, balancing his analytical expertise with a deep commitment to community safety and service. His dual careers reflect a unique blend of discipline, leadership, and service-mindedness. Whether managing municipal budgets or responding to emergency calls, Rick brings the same level of professionalism, dedication, and care to every role he fulfills.
Audrey Ryan joined PFM in 2020 as a Bookkeeper, overseeing day-to-day operations across multiple districts. In 2024, she was promoted to District Accountant, where she handles full-cycle accounting and provides specialized government accounting services for a diverse portfolio of accounts. Audrey holds a Bachelor’s degree in Accounting from the University of the Virgin Islands and brings approximately ten years of accounting experience, complemented by eight years in the banking sector. Outside of her professional responsibilities, she enjoys spending quality time with her children, traveling, and exploring new destinations.
